I founded CLEER, a group in east Columbia with more than 150 on its email list, including village and community associations, elected officials, environmentalists and citizens who love their lakes and were distressed at the lack of habitat management. CLEER was instrumental in the Columbia Association's decision to include a watershed management plan in its 2009-2010 budget, and we are now assisting in the early stages of its implementation. In January BGE devastated much of the watershed habitat across east Columbia, and since then CLEER has been talking with upper level BGE management about making sure this never happens again in BGE's territory, with the implied alternative being very bad PR for the utility. We will decide on support for SB 654 depending on what happens in the near future in our negotiations with BGE.
