The History
Beginning at the end of 2007, Baltimore Gas & Electric pursued a course of intensive cutting in Patapsco State Park, Cromwell Valley and Gunpowder State Park. The cutting, and the neighbors’ outraged response, was covered in the Catonsville Times, the Baltimore Sun, WBAL-TV, and the Examiner in Washington, D.C.

Local activism continued, supported by action and investigation by the Department of Natural Resources and Parks Service. It appeared that there was little to prevent against utilities from cutting trees whenever and wherever they presented or might present at any time in the future, a hazard to power lines. That freedom led to a significant attitude change regarding cutting and led to the most recent “massacre of trees” as the Patapsco cutting was described by local Sierra Club Ex-Comm member Bob Burchard, in addition to BGE representatives informing local residents that trees on their property could be cut without their consent.

The DNR is engaging in high-level discussions with Constellation Energy to limit the scope of their cutting and require mitigation and replanting in severely cut areas.

To ensure that these limitations are enforced, related bills were proposed in the Maryland General Assembly:
SB727, SB746, , HB 839 require utilities to notify community residents of upcoming cuttings, and do not cover state park land.
SB654 require utilities to submit a plan for vegetation management on public land to the Department of Natural Resources, and to be accountable to the DNR for actions based on that plan.

At the close of the session, community activists received word that none of the bills were passed into law.

We Speak for the Trees

This network was designed as a means of community protest against the flagrant "massacres of trees" committed by Constellation Energy in Baltimore and Howard Counties while widening their utility easements.

While the legislation that was intended to stop such outrages failed in the Maryland General Assembly, the communities' love of their wooded spaces remains strong, and the issues are far from being resolved.

In response, this network has widened its mission: to serve as a point of sharing, mutual support, advocacy, and inspiration for Maryland communities who are speaking out in defense of their trees, on private or public land.

Members are invited to share their own news stories, views, photos and videos in the blogs on their personal pages. New blog entries will be featured on the main page as they are posted.

What's the latest in Howard County?

Cromwell Valley Community Carefully Monitors BGE Actions

Greetings to All,

I am writing to give an up-date about BGE's resumption of "Transmission Maintenance" to take place along Cromwell Bridge Rd.

No Legislation, But Communities Struggle On....

By the end of the Spring 2008 session of the Maryland General Assembly, hope had died for an immediate legislative solution to the extreme "vegetation management" practices (read: clear-cutting) initiated by BG&E (Constellation Energy) in Baltimore and Howard Counties, with the likelihood of implementation in the rest of the state.

Some Questions Left Unanswered in BG&E's Letter

Bob Burchard posed the following questions in response to BG&E's letter - I believe they are worthy of answers:

Why was BG&E's response addressed solely to Senator Klausemeier?

If one were assured of BGE's good faith efforts, the letter would be OK. But, as it's written, it's BGE that identifies

* the stakeholders
* probable concerns
* reasonable actions to minimize impact
* the communications plan
* the discovery of unforeseen stakeholders

As with all dealings with BGE, it's wait, wait, wait THEN hurry, hurry, hurry......so here we go:

The Environmental Impact Study has been completed by BGE consultants ERI/FSH. We anticipate receipt of the results early this week. We plan to hire John Davis to review and explain the contents of the study prior to the stakeholders meetings.
